The company was set up in 2005 when local state-owned power utility ESM was restructured into three separate units - ELEM (generation), MEPSO (transmission) and ESM-Distribution. In December 2005, the government decided that ELEM will be the owner of the non-core assets of the former utility - two factories for equipment and parts and seven firms for production, catering and tourism.
